Inclusive Support Programme (InSP)

INCLUSIVE SUPPORT PROGRAMME (INSP)

The InSP caters to children with developmental needs aged three to six who require medium levels of early intervention support.

By integrating both early childhood education and early intervention in a preschool setting for these children, the InSP seeks to provide a more inclusive learning experience for both typically developing children and children with developmental needs.

Admission Criteria

The InSP pilot will be implemented in 6 childcare centres and 1 MOE Kindergarten.

For the InSP in childcare centres, children who can enrol in the programme:

  1. Are 3 to 6 years old in the year of enrolment;
  2. Are Singapore Citizens or Permanent Residents;
  3. Require medium levels of early intervention support;

    1. Your child should be assessed by a paediatrician1 to be at risk or diagnosed with a developmental, intellectual, sensory or physical disability, or a combination of disabilities.
    2. Your child will also be screened by the InSP preschool to confirm that his/her needs can be supported through the InSP in a preschool.
  4. Not concurrently enrolled in any other ECDA-funded EI programmes2.

The InSP in MOE Kindergarten is for children with hearing loss requiring signing. More information can be found MOE Kindergarten website.

Fees

The maximum Out-Of-Pocket (OOP) fees per month for the InSP ranges from $10 to $430, depending on monthly household per capita income. The fees are only applicable to children served under the InSP. The fees for InSP are payable to the preschool. For more detailed information on fees, please approach the InSP providers.

Childcare programme fees are chargeable at the preschools’ existing fee rates. For additional financial support for children from underprivileged families, please approach the preschool for more information.

1The paediatrician should be registered with the Singapore Medical Council.
2Children who are already receiving intervention separately under EIPIC@Centre may be transferred into the InSP if there is a vacancy in the InSP preschool. The InSP preschool will consult the child’s EI centre on his/her suitability for the programme as part of the transfer process.

How to Apply​

Please refer to the table below for the steps you can take, based on the scenario that is applicable to your child.

AYESYESPlease approach your preschool’s InSP team for more information on the transfer.
BNONOPlease have a doctor at any polyclinic refer your child for assessment at the Department of Child Development (DCD) at KK Women’s and Children’s Hospital (KKH) or Child Development Unit (CDU) at National University Hospital (NUH). Alternatively, you may approach a private paediatrician for assessment.

Once your child has been assessed suitable, the hospital personnel (e.g. paediatrician or medical social worker) will collate the necessary information from you and facilitate submission of referral form (together with any other relevant reports) for placement on EI programmes to SG Enable. SG Enable will contact you subsequently.
CNOYESPlease directly approach the SG Enable case officer who previously assisted in your child’s EIPIC/PPIP referral.

Application Processing Time

Upon receiving the completed referral forms from the hospital or private paediatrician, SG Enable will contact you within 10 working days.
