Overview of the Kindergarten Fee Assistance Scheme (KiFAS)

All Singapore Citizen (SC) children enrolled at an Anchor Operator (AOP) or Ministry of Education (MOE) kindergarten are eligible for means-tested subsidies under the KiFAS if their monthly gross household income is $12,000 or less, or per capita income is $3,000 or less (for households with 5 or more members).

Non-Parent Caregivers


If you are a non-parent caregiver (i.e. legal guardian, guardian, head of children’s home) caring for a SC child enrolled at an AOP or MOE kindergarten, you can apply to receive KiFAS subsidy on a time-limited basis.

Note: Foster parents who are already receiving a fostering allowance from the Ministry of Social and Family Development are not eligible for KiFAS subsidies.

Households under the HDB’s Public Rental Scheme or MSF’s ComCare Assistance


Families who are tenants of a rental flat under the HDB’s Public Rental Scheme or are beneficiaries of ComCare Short-to-Medium-Term or Long-Term Assistance will be eligible for maximum KiFAS subsidies under Special Approval until the next fixed point of subsidy assessment.

Note:

  • The approved KiFAS subsidies are valid until the next fixed point of subsidy assessment or until your child withdraws from the kindergarten, whichever comes first. Learn more about the fixed points of subsidy assessment.
  • Your child must attend kindergarten for at least one day in the month to be eligible for the KiFAS subsidies for that month.
  • The KiFAS subsidies will be paid directly to the kindergarten, and you are only required to pay the programme fees nett of subsidies.

Minimum Co-payment


The minimum co-payment amount is the minimum amount of programme fees that you are required to pay after KiFAS subsidies. The amount increases progressively as your household or per capita income rises.


Example


If your child is an SC child in the kindergarten programme at an AOP kindergarten and your family’s gross monthly household income is $3,000 and below, you are eligible for a maximum KiFAS subsidy of $163 with a minimum co-payment of $1. However, if your child’s monthly programme fee is $160, the actual amount of KiFAS subsidy that you will receive will be $159 based on the $1 minimum co-payment applicable for your household income tier.

How to apply for KiFAS subsidy


The kindergarten will assist you with the KiFAS application at the point of your child’s enrolment. You may also apply for a KiFAS reassessment if there is a change in your family’s circumstances during your child’s enrolment at the kindergarten.
