Partner Operator Scheme 3.0 (POP 3.0)

1. ECDA is calling for applications for the upcoming term of the Partner Operator Scheme from 2026 to 2030. ("POP 3.0")

2. The Partner Operator (POP) scheme supports appointed centres to improve the affordability and quality of childcare and infant care services. The current term of the POP scheme (“POP 2.0”) will end on 31 Dec 2025. As part of the Government’s efforts to expand families’ access to affordable and quality preschools, ECDA will be extending the POP scheme for another five-year term under POP 3.0 (1 Jan 2026 to 31 Dec 2030) with a new call for applications from preschool operators.

3. We will select Partner Operators through an open and competitive process. Applicants will need to demonstrate good track record in delivering quality preschool services; be financially stable and sustainable in their operations; and ensure their centres are publicly accessible to children of all races, language and religions. Applicants will also need to commit to professional development and enhancing organisational excellence capabilities. We invite interested preschool operators which currently offer 300 or more childcare and/or infant care places in total* to submit an Expression of Interest to participate in the POP 3.0 scheme.

*Smaller operators may form consortiums and apply as one operator.  

4. To apply, interested operators should email Sector_Funding@ecda.gov.sg for information on how to submit an Expression of Interest (EOI). Existing Partner Operators on board POP 2.0 will also have to submit an EOI if they wish to be considered for the new term. All operators (including existing POP 2.0 operators) will undergo comprehensive assessment.

5. We advise interested operators to email Sector_Funding@ecda.gov.sg early to obtain more information on the EOI submission. This is to ensure that they have sufficient time to prepare their EOI before the submission deadline of 2 Dec 2024.

ECDA does not have a target for the number of Operators or centres to be appointed under the new term of the POP Scheme. We will determine the final Operators/centres appointed based on a holistic assessment of all applications received.  

No, existing POP 2.0 centres will not be automatically appointed to the next term. All Operators, whether new or existing, must undergo the same application process.

We will evaluate based on a range of criteria, including performance and quality; and local preschool demand and centre enrolment.
