1. The application window for Partner Operator Scheme from 2026 to 2030 ("POP 3.0") is now closed. ECDA will contact shortlisted applicants individually. All applicants are advised to monitor their emails closely from December 2024 to February 2025 for important communications regarding their applications.
2. On 14 October 2024, ECDA called for applications for the upcoming term of the Partner Operator Scheme from 2026 to 2030 ("POP 3.0").
3. The Partner Operator (POP) scheme supports appointed centres to improve the affordability and quality of childcare and infant care services. The current term of the POP scheme (“POP 2.0”) will end on 31 Dec 2025. As part of the Government’s efforts to expand families’ access to affordable and quality preschools, ECDA will be extending the POP scheme for another five-year term under POP 3.0 (1 Jan 2026 to 31 Dec 2030) with a new call for applications from preschool operators.
4. Applicants will need to demonstrate good track record in delivering quality preschool services; be financially stable and sustainable in their operations; and ensure their centres are publicly accessible to children of all races, language and religions. Applicants will also need to commit to professional development and enhancing organisational excellence capabilities. Preschool operators that currently offer 300 or more childcare and/or infant care places in total* are eligible to participate in the POP 3.0 scheme.
*Smaller operators may form consortiums and apply as one operator.

No, existing POP 2.0 centres will not be automatically appointed to the next term. All Operators, whether new or existing, must undergo the same application process.
We will evaluate based on a range of criteria, including performance and quality; and local preschool demand and centre enrolment.
